The data showed only 80.7 per cent of Warrnambool services reached punctuality targets, falling well short of the 92 per cent goal.
The punctuality targets define services that arrive within 10 minutes and 59 seconds as on time.
The figure for June was even worse, with just 77.2 per cent of services running on time.
In terms of reliability, the Warrnambool line surpassed the target by half a percentage point with 96.5 per cent of services running.
The Warrnambool line had the second-lowest reliability figure out of the state's six long distance train lines.
A V/Line spokeswoman said a number of incidents had caused delays on the Warrnambool line during the month of July.
“Reasons for delays included a train hitting a tree that fell onto the tracks, an accident involving two motor vehicles at Barwon Heads Road and a faulty locomotive,” she said.
“In one instance, two youths were playing in the rail reserve and a Warrnambool train was held by police until the tracks were cleared.
“We acknowledge there is always room for improvement and continue to focus our efforts on achieving the 92 per cent punctuality target, with the ultimate goal to ensure that our customers arrive at their destination safely and on time.”
The 1.21pm and 5.20pm V/Line services from Southern Cross to Warrnambool were cancelled on Monday afternoon and replaced by coaches due to a train fault.
Compensation is available to customers when targets have not been reached.
