Under the state government's coronavirus regional roadmap, both indoor and outdoor community sport is permitted from 6pm on Friday October 29.
Morley explained the competition had been pushed back one week to allow participants to get ready following changes to coronavirus restrictions.
"It's starts next Thursday and will run every Thursday," he said.
"We'll play five rounds and then finals will be top four. It will be first versus fourth and second versus third and then the following week will be the grand final."

There were to be some weeks with games on Thursdays and Fridays but Morley said the competition would likely just be played on Thursday nights.
He understands youngsters have competing interests at the moment including year 12 studies and other sports.
He said court availability was also an issue.
"Because there are so many (basketball) squad teams out there at the moment and they're all trying to get courts," he said.
There are also domestic competitions to consider.
Morley said the tournament won't have crowds for the first few weeks and would be limited to those involved in running games.
He added every player needed to be double vaccinated.
"Logistically, I've got to have marshals to get people in and out of the building," he said.
"It's a lot more complicated then when we previously ran it (the under 18 version)."
Games will be at 6pm, 7pm and 8pm.
The competition's draft night was held in October and six teams were selected via an online meeting.
