Stevens, who made his Hampden league senior debut for the Roosters earlier this year, will run out alongside older brother Archie when the Rebels host Gippsland Power at Ballarat's Mars Stadium.
He is one of two first-gamers for the David Loader-coached team. Hamilton Kangaroos' Vincent Huf, another under 17 talent, will also make his debut.
Fraser Marris (South Warrnambool) will return after state government coronavirus restrictions eased, allowing people aged 19 and over to return to competitive sport.
It will be back-to-back matches for the Rebels who fell to Geelong Falcons last weekend.
It was their first loss of the season after four straight wins.
"The boys are very keen to right the wrongs of last week," Loader said.
"This week, we have had a heavy focus on feedback, watching vision, and training with purpose.
The Power will be playing just their second NAB League match in nine weeks.
Mars Stadium is hosting a double-header.
Bendigo Pioneers and Geelong Falcons will play at 11.30am with the the Rebels-Power match to start at 2.30pm.
