Cross, who plays division one mid-week and weekend pennant in the Western District Bowls Division, said he "was pretty stoked" to come away with the win.
"It was a really good game and Sam played really good the whole way through so I'm pretty happy," he said.
"(The key to the comeback was) going a bit longer and change it up a little bit and it worked out."
Despite being one shot from defeat Cross, who got into bowls because of his father Ivan, was confident he could get himself back in the contest.
"I felt like I had the momentum but during the start of it when I was nine down I thought I was done with but once I got the mat I had to go long," he said.
Earlier in the day Cross, who has been playing bowls for over a year, defeated Colac's Max Heaton-Harris 21-8 before having a bye and playing Whytecross in the decider.
Cross said he had built an addiction to playing bowls and enjoyed getting on the green as much as he could.
The former Melbourne resident, who moved from Epping to Warrnambool over three years ago, will now set his sights on the state titles and winning a division one mid-week pennant with Warrnambool Blue.
