Warrnambool police Acting Sergeant Ben Timpson said the woman was arrested on Wednesday and charged with recklessly causing injury and two counts of unlawful assault.
She has been remanded in custody to appear in the Warrnambool Magistrates Court on November 20.
Police allege the woman was walking down Verdon Street in east Warrnambool on October 28 when she came across a woman walking a dog.
They argued, the woman grabbed the dog walker by the hair, pulled her back and punched her to the head and body before pulling her to the ground.
The offender continued walking and came across a second woman walking a dog.
She attempted to punch that woman, but she was more nimble and ducked and weaved to avoid being hit.
