Authorities found the deceased whale on Wednesday morning, prompting an emergency alert for the coastline.
Incident controller Kevin Wilson said the presence of the whale could increased shark activity around Tyrendarra.
"While the carcass is on a section of beach that is difficult to access, the public should avoid the area due to health risks," Mr Wilson said.
The incident is at least the second deceased whale washed up on a south-west beach this year after a southern right whale calf carcass washed up at Logans Beach in August.
Researchers also told The Standard last month another southern right whale calf sighted at Logans Beach was feared dead.
Under the Wildlife Act, it is an offence to interfere with a whale, whether it is alive or deceased.
The Department of Environment, Land, Water and Planning is investigating options for the carcass with Victorian Fisheries Authority, Traditional Owners and Museums Victoria.
