Warrnambool police Sergeant Tom Morris said the 34-year-old was already on bail for stealing magazines from a shop.
It's alleged the man went to the Warrnambool City Library on Monday and stolen the obscure book Court Of The Dead: Grave Tales, valued at $30.
He was identified on security camera footage, arrested by police on Tuesday and remanded by a bail justice to appear in the Warrnambool Magistrates Court for a bail/remand hearing on Wednesday.
The man has been charged with committing a serious offence while on bail and theft.
