The councils have joined together to set up an emergency relief centre at Warrnambool Stadium on Caramut Road.
Other emergency relief centres have been set up in Camperdown, Cobden and Port Campbell.
The peak occupancy of the Warrnambool and Moyne centre was 120 on Saturday night with that down to 50 on Sunday afternoon.
The state of the fire will determine if that number rises or falls in the coming days.
Mattresses have been set up on courts at the stadium with those who have been evacuated from their homes bedding down in the space.
Family pets have not been forgotten, with a section of the stadium set aside for animals.
This is being populated by dogs, kittens and even a parrot.
Warrnambool City Council mayor Robert Anderson visited the centre on Sunday afternoon.
“The centre has been set up at the stadium because it is a central point for residents in Warrnambool and Moyne,” Cr Anderson said.
“It is a tough time and we just have to make sure we are looking after each other.”
Those who have had to leave their homes are being asked to go the find, register, reunite website at register.redcross.org.au
People can then access this website and be assured their loved ones are safe.
