AN offender with a history of causing trouble under the influence of substances has been placed on a corrections order after spending 87 days in custody.

Shane Altmann, 28, of Timor Street, Warrnambool, pleaded guilty in the Warrnambool Magistrates Court to a number of offences.
He was jailed for the time served and placed on a 14-month CCO with condition he do drug and alcohol treatment, rehabilitation and programs.
Magistrate Peter Mellas said Altmann had a history of problems with neighbours and he had a mental illness with which he did not deal well.
He said Altmann made things worse for himself by taking drugs and abusing alcohol and behaving in a way that frightened people."You need to start working with your doctors and do something about your alcohol and drug issues," he told Altmann.
In July Altmann yelled and screamed at a neighbour so loudly she was able to record the abuse on her phone from inside her home.
Officers had been called to Altmann's home 38 times since May this year.
He has a long criminal history relating to substance abuse and mental health issues which has led to a number of prison sentences in the past few years, one involving a jail term of more than 12 months and a parole period.
