Police said the electricity lines were believed to have been pulled down across Murray Street, near the intersection with Sinclair Street in west Colac.
“The lines have been pulled down by a truck and are across the road,” the police spokesman said.
“That happened just after 7.30am. Powercor workers and Colac fire brigade members are on the accident scene and working to make the area safe.”
