One shopper could win $1 million as part of the effort to sustain and invigorate shops during the $15 million revitalisation works.
The promotion was launched in February and continues until October.
Customers who spend $30 or more at participating Liebig or Koroit Street businesses receive an entry into the draw to take out the major prize of $1 million.
Figures from the Warrnambool City Council show $1,404,868 is the spend captured so far, with more than 10,250 entries recorded.
The average spend has been $137.80.
The retail sectors with the most entries include clothing (3599 entries), health and beauty (2049), and food and beverage (1307).
The council’s city growth director Andrew Paton said he was pleased with the terrific response to the promotion.
“The data indicates well over half of the entries were influenced to transact in Liebig Street because of the promotion,” he said.
“It also reinforces the city centre's significant regional role with many entries coming from outside the 3280 postcode.”
Entry data so far shows 56 per cent of people said the promotion had influenced their decision to shop in the CBD. Forty-five per cent of entrants said they spent between 15 minutes and one hour in the city centre during their shopping trip.
Shoppers in the 45-54 age bracket had entered the most times.
Major contributors to entries outside Warrnambool were Terang (472 entries), Koroit (438), Allansford (397), Bushfield/Winslow (329) and Port Fairy (287).
Shoppers need to ensure they keep their original receipt, as they will need to produce it if they are lucky enough to be chosen at the draw.

The competition closes on Sunday, October 1 and one of the entries will then be selected at random to take part in the draw for the $1 million prize.
The major prize draw will be held on Sunday, November 5.
