Police remanded Brendan Propsting, 34, in custody at the weekend. He appeared in Warrnambool Magistrates Court on Monday for a bail and remand hearing.
He unsuccessfully applied for bail and magistrate John Lesser remanded Mr Propsting in custody until December 19.
Mr Propsting has been charged with unlawful assault, making a threat to kill and breaching bail.
Police said Mr Propsting had been homeless and living on Warrnambool's streets in recent weeks.
He was recently bailed with conditions he live at a caravan park and not go within 15 metres of the Your Break pool hall.
At 5.15pm on Friday Mr Propsting was near the KFC restaurant when a man driving his two small children was nearby.
Mr Propsting asked to use the man’s mobile phone and when he was ignored, he became agitated, kicked a bus shelter and threatened to kill the man.
Twenty minutes later, he was at a nearby supermarket when he started ranting. This made many of the large number of customers in the store fearful.
At 6.45pm police approached Mr Propsting near the Your Break pool hall.
He denied all allegations but was arrested.
Mr Propsting said he wanted to move to Port Fairy. He told police he had not caused any trouble and was not taking drugs. He said he would report to the Warrnambool police station but had not been able to access help through support services.
The magistrate said he previously released Mr Propsting on bail but the accused was back in court again charged with new offences.
He refused bail saying Mr Propsting was an unacceptable risk of committing further offences.
