The decision will be made at a special meeting on Monday, where all seven councillors-elect will be officially sworn in.
The mayor is elected by fellow councillors.
Cr Hulin said residents wanted a “fresh approach”.
“The town needs a person with passion, vision and enthusiasm,” he said.
“There is a need for a united council and I am really enthusiastic about the new council.”
Cr Gaston said she had put her hand up to retain the position.
“I would love to serve the city for another year and lead the transition of the new team,” she said.
“We have a positive, dynamic team that are really prepared to work hard for Warrnambool.”
Cr Gaston defeated Cr Hulin last year for the mayoral position.
Remaining councillors-elect Mike Neoh, Robert Anderson, David Owen, Sue Cassidy and Tony Herbert said they were not nominating for mayor.
Cr Neoh, who has previously held the mayoral role, said he would support the mayor in their position, “whoever that may be”.
“I’m looking forward to working with all councillors,” Cr Neoh said.
Monday’s meeting begins at 5.45pm at the Warrnambool City Council chambers.
