The charges relate to an incident last Saturday when the driver ploughed into the front fence of the Port Fairy Cemetery. Police intercepted the male driver on Wednesday afternoon.
Sergeant Mick Wolfe said the driver admitted being involved in the incident. He said he had lost control of the vehicle and after hitting the fence had panicked and drove off.
