Christopher Warren Saunders, 40, of Daniel Street, Portland, appeared in the Warrnambool Magistrates Court on Monday.
He was released on bail until August 2 with the condition he live with his grandmother.
Police said that they received several calls on Sunday night about men fighting in Daniel Street, using pickets to hit each other.
When police arrived at 8.30pm the victim was waiting outside the home.
He lives at the address with Mr Saunders.
The man said to police he told Mr Saunders during the day he was going to find another place to live.
Mr Saunders became agitated and was alleged to have punched the victim to the face in front of several witnesses.
Police spoke to Mr Saunders who was unsteady on his feet, abusive and appeared intoxicated.
He slammed a door shut on officers.
Police stayed in the area fearing further trouble.
A second victim went to the home against the advice of police to get belongings.
Police officers heard a scuffle, screaming and cries for help.
They arrested Mr Sanders and a search uncovered he had 3.5 grams of cannabis.
There were several bongs and other drug paraphernalia in the home.
Because Mr Saunders was under the influence of substance he was placed in the police station cells to sober up.
Police said he continually baited officers to get into a confrontation and he was well known for his aggressive behaviour.
Mr Saunders was already on bail from the Melbourne Magistrates Court for beaching intervention orders with a condition he not use drugs.
