Leading Senior Constable Scott Thompson, of Port Campbell police, said engine problems sparked a fire which caused all three Naringal young men on a boat to jump into the water about 7.30pm.
Boat owners Joel, Paul and Marc Howe were not injured.
Fire units from Timboon, Lower Heytesbury and Port Campbell attended and sprayed water on the boat from both sides of the river.
The Standard understands the vessel has been severely damaged and sunk.
A black plume of smoke initially alerted locals to the drama.
"There was certainly enough concern for the three people in the boat to jump into the water," Senior Constable Thompson said.
"There was some sort of engine trouble, the engine cover blew up, it caught fire and the fibreglass boat burnt,” he said.
Efforts were made on Tuesday to retrieve the boat.
