Of the 1900 Victorian drivers tested by authorities, 218 were found to be under the influence of drugs.
The ratio of motorists caught drink driving was much lower.
More than 121,000 people were tested over the three days, and 286 of these were found to be drink-driving - a ratio of almost one in 424.
Victoria Police Assistant Commissioner Doug Fryer said the number of drug-impaired drivers caught was "very concerning".
"With grand final celebrations being held across the state we knew people would consume alcohol and unfortunately take illicit substances," he said.
"It is extremely disappointing to see more than 500 impaired drivers on our roads.
"Each one of these drivers is lucky we caught them before they killed themselves or someone else."
Another 2167 people were caught speeding and 368 were spotted using their mobile phone behind the wheel during Operation Scoreboard.
Mr Fryer has challenged the community to reduce the worrying statistics over the next three months.
"Now that the weather is warming up and we are moving into the spring racing and holiday season we need the community to understand that being irresponsible on the road can lead to death or serious injury," he said.
"By all means go out and enjoy yourself but if you plan to drink or choose to take drugs plan a safe way home – use a designated driver, call a taxi or take public transport."
