About 70 staff begin working from the Raglan Parade building on Tuesday morning after moving from the Henna Street offices over the weekend.
The $8.25-million building is home to The Department of Economic Development, Jobs, Transport and Resources, Parks Victoria and The Department of Environment, Water, Land and Planning.
It features a large open-plan office with meeting rooms, reception area and secure facilities for compliance staff.
The rear of the site features storage for vehicles and specialist equipment, laboratories and drying ovens, facilities for emergency response teams.
