The development plan proposes 2500 homes for almost 5000 new residents.
Yarra Council must decide by mid-2015 whether to approve the plans, put forward by developer Alpha Partners and Glenvill.
One Yarra councillor for the area, Stephen Jolly, said the plan would mean too many homes built on the site.
"It's sardine central," Cr Jolly said. "They are squeezing the equivalent of the entire population of Alphington into [this site]. And it has no primary school."
And he said the development would be too close to the Yarra River banks – 30 metres in some cases.
"It's going to be a millionaire's paradise if this goes unchecked," he said.
The project looms as a test of the Andrews government's promise to protect the Yarra's banks.
