Senior Constable Steve Gray, of the Warrnambool police highway patrol unit, said he was driving back into the city west along Raglan Parade on a routine patrol when he heard the cars coming toward him at 1.45am.
He said he heard the vehicles before he saw headlights as the Ford and Holden raced side-by-side towards him heading east around a bend approaching an intersection with Derby Street.
Senior Constable Gray said he clocked the cars on radar at 132km/h along Raglan Parade, which was in a 70km/h zone.
"They were side-by-side coming around the bend. They could well have been going faster before then. I was very surprised at the speed they were travelling," he said.
"If any pedestrian had been walking across Raglan Parade or anyone had been driving across Raglan Parade there was a high likelihood of a collision occurring. It was extremely dangerous driving on Warrnambool's busiest road," he said.
He said one of the drivers, a Warrnambool man, 19, was intercepted and his car impounded at the time.
The second driver, who drove off, was spoken to by police at his Timboon home and had his car impounded on Sunday afternoon.
Both drivers will be charged with street racing, driving at an excessive speed and driving in a manner dangerous.
They will appear in the Warrnambool Magistrates Court on a date to be fixed.
