Mr Hoy won the male prize in the Undy500 while Rachael Ryan took home the female honours.
Wunta Fiesta began early with the annual community breakfast on the Civic Green and the running of the Undy500.
Hundreds of people enjoyed a plate of sausages, eggs, toast, bacon and pancakes before heading off to school or work.
Wunta chairwoman Catherine Kelson said more than 700 plates of food were dished up.
"I've been doing it for six years now and that's a record," she said.
"I ordered more food this year and we sold out. Big thanks to the community for getting up and coming. Lots of businesses came down as a group and enjoyed breaky too."
Mrs Kelson said people lined up along Liebig Street to watch the running race.
"It was good to see people not only in their undies but also dressing up," she said.
"There was lots of families and kids."
Member for South West Coast Dennis Napthine was the official race starter.
Mr Hoy has entered the race three times, placing second the past two years.
While he hadn't trained specifically for the event, he said cricket training and running had helped.
"It was hard work and I got there in the end," he said.
He was delighted to take home the $100 meal voucher and said he would take a few friends for dinner.
Ms Ryan entered the Undy500 for the first time and said she had used netball training for North Warrnambool Eagles as preparation for the 500-metre sprint.
She ran with workmates from South West Credit, who cooked the breakfast.
Wunta continues today with Jazz in the Gardens, Beats on the Lake and a family movie night on the Civic Green, with Frozen playing from 6pm.
