TWO new reference groups have been appointed to help shape a long-awaited masterplan for upgrading the Warrnambool harbour boat launching and mooring facilities.

After years of separate studies and intensive lobbying by boaters and anglers which failed to achieve definitive decisions the ball is now rolling on what stakeholders hope will bear fruit.
The framework was outlined and approved unanimously by city councillors this week.
It will be financed by a $240,000 state government grant and $60,000 from the council.
The new technical advisory group and a community group will hold a joint workshop next month before a series of separate meetings next year aimed at having a masterplan completed by September.
A consultant will be appointed in March to compile the blueprint which, if approved, will be used as a lever for government money to undertake recommended works.
A briefing report presented to city councillors on Monday night said the Department of Transport, Planning and Local Infrastructure, which owns the port, had advised council to clearly understand processes that must be followed to plan and advocate for additional infrastructure.
“Issues around the maintenance and any development of the Port of Warrnambool are complex and challenging,” the report said.
“Some believe more infrastructure to cater for an increased number of fishing and recreational boats would provide a significant economic benefit.
“Others believe that changing the environment could damage what people love about Lady Bay.”
Although two studies have recently been undertaken on wave and current patterns in the bay, further analysis is required for a masterplan along with evidence of demand, costs, economic benefits, risks and examples of harbour modifications elsewhere.
“There is a risk that without broad community engagement a masterplan may be proposed which does not have wide support,” councillors were told.
“A robust community engagement process is essential to ensure everyone who has an interest in the future of Lady Bay and Warrnambool harbour has opportunity to have input into the masterplan.”
The new reference groups will comprise: community — Russell Worland (chairman), Craig Hartwich, Lisa Owen, Bruce Campbell, Neville Dance, Tammy Good, Phil Kerr, Hugh Parker, Steve Tippett, Leon Van Kempen and three others to be confirmed.
Warrnambool mayor Michael Neoh and Cr Brian Kelson will represent the city council.
Technical — John Sherwood (chairman), Peter Riedel, Daniel Ierodiaconou, Ross Martin, Jo Connelan, Diana Tremigliozzi, Andrew McCowan and another to be confirmed.
