The former solicitor told staff yesterday she will undertake postgraduate study in law which required full-time dedication, meaning she would step down as the shire’s chief next month.
In a message to staff revealed yesterday, Ms Kelsey said her four years in Portland with the shire had been rewarding and she would miss colleagues.
“Naturally the emotions are a little mixed with the thought of missing each of you and the great work of the council,” she wrote. “What tremendous strides we have made and you will continue to make, shaking off the shackles of the past and forging a brighter, better place for our community.
“It has been hard work but more than worth the effort. Although I have some time to run on my contract I wanted to leave the council with a generous time frame to secure my replacement and to be up and running well before the next election cycle.”
Ms Kelsey replaced predecessor Stuart Burdack in October 2010, moving to Portland after work in several South Australian councils.
