The Karl Dwyer-coached Tigers kicked 2.1 to 0.3 to turn a one-point three-quarter-time deficit into a 11.9 (75) to 9.12 (66) win.
Merrivale defender Scott Kelly won the AFL Victoria Country Medal, voted on by the umpires.
Kelly, a 30-year-old who played in his first senior premiership, was hugely influential rebounding off half-back in the last term.
Merrivale onballer Sam Gleeson, who played alongside his brothers Matthew and Jack, won the Scotty Stewart Trophy, voted on by the media.
Gleeson was prolific in the midfield and kicked a crucial second-term goal, after Panmure snared two in a minute without the ball going back to the centre.
