The Warriors, attempting to become premiers and champions after an undefeated campaign, cruised out to an eight-goal lead in the third term.
But the Bulldogs found the net nine times in a row to take a one-goal lead into three-quarter-time and held firm during a frantic final term.
The win was the more memorable because Panmure was without two of its best players, goal keeper Emma Roache and goal shooter Maddy White.
Roache injured a knee late in the season while White returned to the United States, where she attends college, after the preliminary final win.
Midcourter Natalie Meade also injured a knee in the first quarter, forcing B grader Rhianna Healey to enter the fray at wing defence.
Healey was a spark during the third-term comeback while Josie Ellerton, who started at wing attack and shifted to centre, was best on court.
In winning, the Bulldogs somewhat made amends for the same match last season, when they started hot favourite but lost to the Warriors 38-37 in a boilover.
