The man's body was discovered washed up on the beach at Allestree, east of Portland, about 10.25am on Thursday.
Portland police officers and State Emergency Service crews went to the beach after a passerby reported finding the body on the sand at the end of Ferguson Beach Road.
Police said this morning the man's family had been notified and there were no suspicious circumstances.
"The man was wearing waders and was believed to have been fishing for flounder," a police spokesman said.
Allestree is between Dutton Way and Narrawong.
A report is expected to be prepared for the Coroners Court.
