Dr Napthine's office released a statement on Tuesday morning saying the much loved and respected Mrs Napthine passed away on Monday evening at her Winchelsea nursing home.
Dr Napthine said that there was nothing more important to his mother than her late husband Len, their family and her local community.
He said his mother was loved and adored by her ten children and many grandchildren, and has been a strong and positive guiding influence on all of their lives.
The Premier praised his mother for raising ten children and for being a very caring and loving mother and grandmother.
Dr Napthine said that she instilled strong and lasting values in all members of the family – especially the importance of being actively involved in their local communities and helping those in need.
The Premier conveyed his thanks to all members of the Victorian community who have sent their best wishes to his family at this time.
