Police investigators have been told the girl was jogging north along the promenade in the vicinity of the breakwater when she was grabbed by a man about 6.30am on March 24.
The girl was then assaulted but the incident was not reported to police until April 3.
The only description police have been provided of the man is that he was “not fat” and was possibly wearing jeans at the time.
At the time of the incident the girl was wearing a bright orange hooded top and black leggings.
Police are appealing for anyone who witnessed any suspicious activity in the area at that time to contact Crime Stoppers on 1800 333 000.
Investigators believe it was an isolated incident.
