Constable Nick Roberts said the drama started when police attempted to intercept a motorbike rider in Coulstock Street, but the rider refused to pull over and sped off.
The motorbike went down Princess Street to Jamieson Street, headed south to Raglan Parade and then west to Fitzroy Road before heading back to the main road and then west towards Dennington.
Police terminated the pursuit due to the extreme danger posed to other road users.
"The pursuit lasted less than five minutes and reached speeds of between 130km/h and 140," Constable Roberts said.
"The rider wasn't stopping for anyone and committed a number of offences. We are asking anyone who saw what happened to contact the Warrnambool police station or Crime Stoppers on 1800 333 000."
Constable Roberts said police were particularly keen for any witness to provide a clear description of the motorbike or details of its registration plate number.
"There was moderate traffic at that time. The rider was in and out of the traffic, the offender was extremely reckless and there was the real potential of causing a horrifying accident," he said.
