With his emotional parents on the sidelines, Horgan and his Budget Forklifts team mates fought off strong attacks from Drapac Cycling's Darren Lapthorne on the hilly and windswept Camperdown circuit, to ensure he retained the lead he secured on day one of the five day tour.
He held the yellow jersey by 19 seconds from Euride's Alex Edmondson in second. Lapthonre was in third, 49 seconds behind.
Edmondson took line honours in today's stage nine road race ahead of Thomas Hamilton and Lapthorne. He was also named the tour's rising star.
Budget Forklifts' Jesse Kerrison took out the overall sprint jersey ahead of African Wildlife Safari's Darcy Woolley
Woolley was named most aggresive rider.
Huon-Genesys team member Pat Shaw was named king of the mountain, while GPM Data's Scott Law took out the Criterium Championship.
Euride won the teams category.
