Energy giant AGL will present its case to panel members at Port Fairy Yacht Club with a number of experts.
Submissions will also be presented by several local property owners, Moyne Shire Council's planning manager Russell Guest, the Environment Protection Authority, Department of Sustainability and Environment and the Department of Planning and Community Development.
The council is seeking more information on the massive project and indicated last year it would oppose the plan if there were major concerns.
Submissions started yesterday with a project description and evidence from government departments.
It will continue from 9.30am today and include a site inspection this afternoon.
AGL proposes to construct and operate initially a 350 megawatt to 620 megawatt gas turbine power station (and ultimately up to approximately 920 megawatt) on grazing land about seven kilometres west of Willatook.
It will be a peak-load station like the Origin Energy station at Mortlake which is due to start production by June to supply electricity to Victoria during times of peak demand.
Another gas-fired station is planned by Santos only eight kilometres away at Orford as an intermediate baseload generator. It will be developed in stages to a peak capacity of 1500MW.
There will be a separate panel hearing in Warrnambool starting today to consider submissions on heritage precinct amendments to the city's planning scheme.
It will open this morning in the Timor Street conference room of South West Insitute of TAFE with presentations by city council and heritage representatives.
Protest submissions will be heard on behalf of Rotary House committee over restrictions on a
Timor Street cottage proposed for demolition, St Johns Presbyterian Church over restrictions on its Manifold Street site and from Robert Hall on demolition restrictions on a family house in Bryant Street.
Both panel hearings are open to the public.
