Industry review a failure: Hulls

RACING Minister Rob Hulls concedes a review of jumps racing has not worked.Retired County Court judge David Jones completed one of Australia's most thorough reviews into the sport late last year.It was hoped the inquiry's recommendations, which Racing Victoria has adopted, would make jump racing safer.But Mr Hulls yesterday said the review had done little to stem track trauma.His comments came after three horses were killed in this week's Warrnambool May Racing Carnival, bringing this season's state total to five."RVL (Racing Victoria Limited) did the right thing to have David Jones conduct an inquiry," Mr Hulls said."It took in a whole range of expert views from right across the industry. But it is true to date it doesn't appear it has worked."Mr Jones found the existing jumps were too forgiving, with horses running through them instead of jumping over the obstacles.As a result the jumps were raised this year and the track placement changed.RVL has halted all jumps races pending the outcome of a board meeting next week.Mr Hulls is facing increased pressure from animal welfare groups, including the RSPCA, to permanently ban the sport.But the minister said such as decision was up to RVL. He said the beauty of the organisation was that it was independent of the Government."I can understand the points of view from all sides of the argument," he said."But the decision in relation to jumps obviously has to be made by RVL."However, Mr Hulls said the horse death toll this season, which only started weeks ago, was unacceptable."Any death or injury of horses or injury of jockeys is a tragedy and is a horrible spectacle," he said."Injuries and death should not been seen as a by-product of the industry."Mr Hulls refused to weigh into whether the Warrnambool Racing Carnival would be successful in an all flat-race format."The Brumby Government is a strong supporter of country racing and is well aware of the importance of the Warrnambool carnival to the economy of Warrnambool," he said."RVL has made a decision to postpone jumps races until its board meeting next week and we await the outcome of that meeting."
