The centre in Warrnambool is serving as a registration point for those forced out of their homes, so relatives know where they are and so the evacuees can gain assistance from the Department of Human Services.
Residents in Station Street at Allansford were first in the firing line, while Frank Street had also been sandbagged.
New developments at Jubilee Park were also under attack from the river, as were homes in Dunvegan Court.
Sandbagging also took place at the Hopkins scenic lookout on the Princes Highway opposite the Allansford ovals. Authorities feared this was one of the lowest points and would leave much of Allansford threatened if the waters breached the lookout.
It is understood the Hopkins peaked around 2.30am but was followed by a second peak at 7am.
