Police will prepare a report for the Coroner after a woman's body was pulled from the water by FRV members near the Warrnambool breakwater on Monday evening.
Officers have been told the woman's body was spotted about 30m from the breakwater, near Viaduct Road, before passers-by swam out to assist about 8pm.
The woman, believed aged in her 40 or 50s, was pulled unresponsive from the water and couldn't be revived.
A post-mortem will be conducted to determine the cause of death.

Ambulances, FRV, CFA, SES, police and surf rescue crews are at the scene of a water incident at Warrnambool's breakwater.
Emergency services were called to a possible drowning near Viaduct Road just after 8.10pm and have blocked the entrance to the breakwater.
It is not yet certain what the nature of the incident is, but some ambulances have since left the scene.
CFA crews are currently assessing the situation.
Drivers and pedestrians are recommended to avoid travelling to the area until all emergency services have left the scene.
