Warrnambool City Council said there were five objections to the proposal but would not detail what the concerns were.
"Staff are working through the planning process and it is likely that a report will be presented at the February 2022 meeting," the council said.
A second KFC drive-through store for Warrnambool is expected to create about 60 new jobs if the $1.8 million project is given the thumbs up from the city council.
The plans include a 44-seat restaurant and drive-through on the vacant grassed area at the front of Northpoint Shopping Complex on Mortlake Road.
In September, Franchisee David Bird said the restaurant would be built as soon as possible if it received the go-ahead but pointed out that they were only at the start of the planning process and there was still a long way to go.
The site is opposite a new housing development which was fast-tracked by the state government as a way of stimulating the economic recovery after the 2020 lockdowns.
IN OTHER NEWS:
Cr Angie Paspaliaris took aim at the project at the last council meeting, raising concerns about the impact of the development on traffic.
Work has already begun on the $14 million development which was expected to create at least 80 jobs during construction.
It is made up of 58 apartments, seven townhouses and three shops with apartments.
Cr Paspaliaris said that whilst it was out of the council's hands, she still disagreed with the fast-tracking by the Victorian planning minister for a high-density Mortlake Road development.
"I am fearful of the dramatic increase in numbers, cars parking and traffic issues this will bring to that area," she said.
She also again took aim at the synthetic turf in the Timor Street laneway.
"I believe it has contributed little to truly activate this area and I think more likely cause a costly maintenance issue over time," she said.
