Premier Daniel Andrews made the announcement on Sunday.
"Ten visitors including dependents can visit your home," Mr Andrews said.
He said it was highly recommended that people over 12 be vaccinated.
Mr Andrews said that was a recommendation, not a requirement.
In regional Victoria 20 people will be allowed to gather in public and 100 people will be allowed to dine outdoors, while 30 people will be allowed to dine indoors.
Diners will need to be fully vaccinated.
All students will return to school in regional Victoria on Friday.
Mr Andrews said 65.5 per cent of Victorians were double dosed against COVID-19, while 89 per cent had received their first vaccination.
"I could not be more proud of the community coming forward and making the decision to protect us all," he said.
Mr Andrews said about five million Victorians had received their first vaccination.
"Today is the day to congratulate and thank every one of those five million Victorians who have at least got one dose," he said.
"Pleasingly we are predicted to either tomorrow or Tuesday to pass through the 90 per cent first dose barrier, which is a mighty effort and something that makes us very proud."
Mr Andrews said it had never been more important for Victorians to get vaccinated, with about 90 per cent of the people in hospital not fully vaccinated.
"If you haven't got vaccinated please don't end up being one of those people who are really unwell," he said.
"There have never been more appointments available."
Travel is not permitted to and from metropolitan Victoria and masks still have to be worn.
