Warrnambool police Acting Sergeant Liam Cook said the cyclist failed to give way at an intersection at Tooram Road about 2.45pm, colliding with a single cab utility.
The cyclist died at the scene.
The 50-year-old male driver also from Allansford was not injured as is assisting police with their inquiries.
Warrnambool police Superintendent Martin Hardy said it was terribly sad for the community.
"While the investigation of the collision remains ongoing, it is a sad reminder of the terrible impact road trauma has on the immediate families, the broader community and first responders," he said.
"We know that more than half of people who die on our roads die as a result of a simple mistake - a moment's distraction, fatigue or creeping just a little bit over the speed limit changes lives on a daily basis."
Superintendent Hardy said police would continue to provide highly visible presence on our local roads focussing on the fatal five elements contributing to road trauma: speed, impairment, seatbelts, fatigue and distraction.
"I encourage all road users to get back to basics, concentrate on their driving and drive according to their ability, road and weather conditions and consider other road users, particular as we enter the summer period with more road users expected on our roads," he said.

Earlier, Tuesday: A cyclist has died after colliding with a vehicle on Tooram Road in Allansford about 2.45pm today.
The cyclist is yet to be identified and the investigation is ongoing. While details are scarce, police say the incident is not speed-related.
"There has been a fatality there this afternoon at about a quarter-to-three," a police spokesperson said.
"A cyclist was killed ... it's not speed-related."
The driver of the vehicle was not injured and remained at the scene to assist police.
