Ross and partner Simon Albury finished third in their heat on Friday, pipped on the post by Ukraine pair Svitlana Bohuslvaska and Iaroslav Koiuda.
The Australian duo were second at the 500m, 1000m and 1500m marks of the 2000-metre race.

Great Britain won the heat comfortably and advanced to the A-Final.
China, which won the first heat, also advanced straight to the medal race.
There will be two repecharge races consisting of six boats each with first and second from both advancing to the A-Final and the remaining crews to compete in the B-Final.
Ross' proud dad Alan, watching at home in south-west Victoria, said his daughter would be confident of doing well in the repecharge and advancing to the A-Final.
"They gave it a good hit-out and it will be a very interesting repecharge," he said.
"I think they should have a good chance of getting into the final if they can reproduce and improve slightly."
Alan said Kathryn and Simon, being a new pairing, were still learning to row together.
"They put up a good show and they will really come out firing in the repecharge," he said.
"We'll be pulling for them and we're sending them plenty of messages of encouragement and they know that which is really good."
Alan said the Australian crew was adjusting to the warm conditions in Japan.
"In a message we got from Kathryn the other day she said it's quite hot and humid, especially coming from the cold of Canberra (where she works as a nurse)," he said.
Kathryn's repecharge race is at 11.50am Saturday AEST.
