The 38-year-old south-west man was arrested just outside the Moyne Shire Council offices after breaking in to the building through a window about 10.30pm.
Senior Constable Lana Roberts said the man told police he was looking for smokes, but instead found beer.
She said he told police he had spent about 45 minutes inside the building where he consuming three of the bottles of Cascade premium light beer before going outside to his car where he drank two more bottles.
He then waited for police to arrive, Senior Constable Roberts said.
"You wouldn't read about it," she said.
Despite being in one of the offices, the man didn't take any of the computers or valuables that were there, Senior Constable Roberts said.
"Literally nothing else was stolen. Their laptops were left there," she said.
The break-in had triggered an alarm which prompted a visit by security, and police were then notified by council staff.
The man has been charged and bailed to appear in court in November.
