Ratepayers are the most satisfied they've been with Moyne Shire Council in at least nine years, but the shire's more than 2700 kilometres of roads continue to be its pressure point, new data shows.

Although the shire's rating for roads still lags behind the state average, residents have rated roads higher than ever in an annual survey.
Moyne's unsealed roads received a 39 out of a possible 100, up four points, while sealed roads received a rating of 43, up six points.
The statewide average for sealed roads in large rural shires is 50. The results come from the council's independent community satisfaction survey, based on responses from 400 randomly selected residents.
Residents rated their overall satisfaction with the council at 64, three points above the statewide average for all councils. They were also more satisfied with the council's direction than 12 months ago.
Nearly every measure saw some improvement or stayed level with 2020 ratings, although the council's consultation and engagement slipped three points and lobbying fell by a point.
The council's COVID-19 response received a rating of 75, one point above the statewide average.
Moyne outperformed Victorian ratings for business, community development and tourism by nine points.
Residents were just as satisfied as in 2020 with waste management, despite a transition to a fourth bin for glass creating challenges that sent paper and plastic recycling to landfill until the issue was resolved in December.
Moyne Shire mayor Daniel Meade said the survey results would be used to better understand community needs.
"It is great to see the community rating council's overall performance at an all-time high," Cr Meade said.
"The results reflect council's strong response to the pandemic; ensuring our most vulnerable residents were supported, providing good customer service to help our residents and keeping the community informed."
