The city has recorded 38.6mm of rain since 9am Monday, with more than 30mm falling in a 12-hour period from 7pm.

Warrnambool SES was called out to one job at 8.20pm.

Unit controller Giorgio Palmeri said members responded to a leaking roof in north Warrnambool.

"After a quick assessment a temporary repair was made," he said.

Across the south-west, 26.8mm of rain has been recorded in Mortlake since 9am Monday, 14mm in Portland and 10mm in Hamilton.

A severe weather warning issued by the Bureau of Meteorology on Monday was cancelled just before 5am on Tuesday.

"An upper trough will move over Victoria during the early hours of Tuesday," the bureau said.

"Rain continues through parts of central Victoria, however rainfall rates have eased below warning thresholds.

"With the exception of the highest peaks about the Grampians, the immediate threat of damaging wind gusts has also eased."

The situation will continue to be monitored and further warnings will be issued if necessary.

South-west sheep graziers are warned that cold temperatures, rain and showers and southerly winds are expected during Tuesday, with a risk of losses of lambs and sheep exposed to these conditions.

Tuesday will be partly cloudy with a 50 per cent chance of showers in the east during the morning.

Winds southerly 25 to 35 km/h decreasing to 15 to 20 km/h in the late evening.
