General manager David Mills said it was hoped Premier Dan Andrews would provide positive news as early as this weekend.
"The process of applying to the state government for COVID Event Planning is a very thorough process and, along with every other event in the state, the wait time is unknown, despite the club having some excellent support from other notable departments and individuals," he said in a statement.
"At club level, we continue to prepare for our ticketing and venue to be ready for when we do get the green light.
"Having said that we can only prepare for what we 'think' will be the conditions we will be required to run under, knowing full well that the proverbial curve ball could still alter our plans at the 11th hour."
Mills said the club wanted to resume racing on New Year's Day.
"It is our intent that this will include our two originally scheduled divisions for that date - being sprintcars and junior sedans - with pit density guidelines to determine whether other classes can be added to this schedule," he said.
Other planned meetings include January 10 and a special 50For50 two-night event on January 22 and 23.
Mills said fans would have to "make small sacrifices" including buying pre-purchased tickets to help with crowd restrictions, filling out a QR code for contact tracing purposes and social distancing.
He encouraged fans to listen for news within the next seven-to-10 days as "we hope we can deliver some much-needed good news to you all".
