A newly-elected mayor used her first meeting in the top spot to shed light on the hits and misses of the Victorian budget for the south-west.

Corangamite Shire Cr Ruth Gstrein said while the region came out "significantly ahead" in the budget, there were some disappointments.
"It was disappointing a couple of significant projects haven't been funded, including the Port Campbell Streetscape upgrade which we were looking for $5 million from the state government," she said.
"We'll be investing $5 million as well as hopefully the federal government.
"And also the extension of the Princes Highway West upgrades, both of these projects are high-priority projects for the Corangamite Shire and I'm sure along with the Great South Coast board the shire will continue strong advocacy to try get those projects funded.
"There's always wins and losses, but I think with this budget we came out significantly ahead."
Cr Gstrein said a surprise was the funding of the Hampden Specialist School in Terang.
"The school received $1.9 million to begin planning relocating the school a few months ago so it was just a complete surprise and a very nice surprise to receive $10.7 million to that program," she said.
"And the $4.2 million for Skipton Primary School was definitely needed."
She praised the $272 million for the Great Ocean Road inland routes and dairy supply chain.
"We are certainly hopeful that once we get down to the detail the north-south loop is fully funded, bringing tourists up through the inland route from the Twelve Apostles," she said.
"I'm also pleased that the Twelve Apostles Trail has received $4.5 million, to be completed hopefully by June next year.
"This council has highlighted issues around connectivity across the southern part of our shire, and out to the west, and hope we can get matched funding through the mobile blackspot and business broadband programs."
