Premier Daniel Andrews announced the next step in the coronavirus roadmap to reopening on Sunday, including more people allowed at weddings and funerals from Monday.

Weddings and funerals held indoors or outdoors can host 150 people, with the one in four square metre density limit.

Coronavirus restrictions previously allowed for just 10 guests per wedding.

Wedding celebrant Emmalee Bell said it was a "big jump" in guests allowed at weddings and more than she expected.

But she said she was still "cautiously excited" as those who planned to hold a wedding on private property were still limited to the "home-visiting limits".

That will only allow for 15 people per private property, and then 30 by Christmas.

"From my perspective that is my only disappointment as we don't have a lot of wedding venue businesses in this part of regional Victoria and a lot of regional couples are marrying on private properties," Ms Bell said.

"I assume the reasoning is because a business would be required to have a COVID-safe plan whereas a marquee on a private property doesn't really hold anyone responsible.

"But the weddings at home with up to 150 people are usually in a paddock on a 100-acre farm, not in a small lounge room."

Ms Bell said 15 guests, and then 30 later, was still "quite restrictive" for those planning on having a marquee wedding at home.

"I think a lot of people might now be scrambling to find a venue so that they can marry without limitations on guests," she said.

Ms Bell said while she hoped the at-home wedding rules would change, she was over the moon for those planning to get married at a venue.

"It is very promising for weddings in 2021 and great news for funerals," she said.

"In some ways I'm probably happier in terms of funerals than weddings as I know it has been a particularly difficult year and traumatic for families that have had to limit the number of people there."
