"Victorians have done an amazing thing building something very fragile and precious and we all have to play our part," Premier Daniel Andrews on Friday.
"On Sunday we will make further announcements including changes to the 25 kilometre limit and lifting of the ring of steel, and map out further steps to take in a couple of weeks after Sunday.
"We need commitment and vigilance, we can't pretend that seven days of zero cases is a vaccine against this virus, therefore we have to keep our guard up.
"I know it's hard but if we all do our best we will continue to see these numbers low.
"We know that regional tourism has had a very challenging year."
Victoria's hotel quarantine inquiry will deliver its interim report on Friday, including recommendations for a quarantine program that would clear the way for international flights to the state for the first time since early July.
Yesterday the virus was cleared from all aged care facilities.
Aged care bore the brunt of Victoria's devastating second wave, with over 650 of the state's 819 deaths linked to the sector.
It is the first time since June 15 that there have been no active cases in any facility across the state.
