Of today's four cases, two are weak positives and may be deemed not to be true cases by the state's expert panel, says chief health officer Brett Sutton.
One case appears to be historical or recovered, and one case is under investigation.
They are in Wyndham, Brimbank, Hume and Greater Dandenong.
There are no active cases in regional Victoria.
"Two of the four cases may not end up being confirmed cases," Professor Sutton said.
"The PCR test is still 99.9 per cent accurate but when you're doing 20,000-plus tests per day, to have one in 10,000 have that somewhat ambiguous result is pretty much par for the course.
"We will have an expert review panel look at the results and make a call on them definitively as positive or negative. We treat them as positive and they get isolated and they are treated as positive until we know otherwise."
Professor Sutton said people must bear in mind the virus could take off again and reducing risk is a collective responsibility.
"The message is absolutely enjoy the phase that we are going through, people have a right to feel and should feel - and I love seeing the expressions of a positive and forward-thinking population in Victoria. That is great.
"It is not over. It will not be over until there is a vaccine that goes in that first shoulder and can be distributed across Australia.
"It is just about doing those standard things, making sure if you're unwell you are cancelling that night out, you are not visiting family or you are not seeing friends, indoors or outdoors and if you see individuals who have a cough or runny nose, politely but firmly decline them attending your house or seeing them.
"They could be putting you at risk. Everyone needs to play their part."
He suggested opening windows and doors if you're having people visit your house.
There are five Victorians in hospital and none of those are in intensive care.
A total of 3,154,371 test results have been received since the beginning of the pandemic, an increase of 23,583 since yesterday.
There are just five health care workers who are active cases and four active cases in residential aged care.
The rolling average to 29 October is 2.6 in metro Melbourne, and regional Victoria is zero.
There are now just two mystery cases to October 27 and are in metropolitan Melbourne.
The state budget will be unveiled on November 24.
Premier Daniel Andrews said he wants to see an 'as normal as possible' Christmas.
"We're all in this together and we will all pay a price - all of us - one way or another if we don't play that part.
"Following the rules - and I know the rules are not fun - but they're there to keep us open, they are there to keep us safe and if we all play our part in lots of small ways in making good decisions, smart decisions and safe decisions, then we will be able to take another step next weekend and we will be able to take further steps after that.
"We will get to Christmas and it will be much closer to a normal Christmas than it might have been - or indeed it will certainly be a much more normal Christmas than it will be if we don't all play our part."
"Whether it is washing your hands, coughing into the crook of your arm, not going to work if you have got any symptoms at all, instead getting tested as soon as you have got the symptoms, all the way through to a cafe owner making sure tables are appropriately spaced and making sure you are keeping a record of everybody who is coming into the shop or the store.
"All of these things - they can seem simple and very small but they all add up to what we have built, something that is precious but something that is fragile.
"We all have to play our part to protect it, to safeguard it and to make sure that we don't have to take any backward steps."
