Two south-west electoral offices, in Moyne and Southern Grampians shires, posted running tallies of first-preferences votes on the office windows.
But a Victorian Electoral Commission spokeswoman told The Standard the commission would not publicly issue provisional tallies.
"Election offices have been reminded that provisional tally results should not be displayed," she said.
The spokeswoman said the incomplete counts could be "misleading".
The count for Moyne Shire Council, published at the Koroit electoral office as of Wednseday evening, tallied 2127 first-preference votes. There are about 14,000 enrolled voters in the shire.
The running count had placed five candidates from the Port Fairy area among the top seven.
Incumbents Jim Doukas, from Mailors Flat, and Daniel Meade, of Garvoc, were tied in the lead with 383 votes each.
Port Fairy's Damian Gleeson and James Purcell were tied with 181 votes each.
Port Fairy resident Jordan Lockett, also an incumbent, had 166 votes and the town's Karen Foster had 159 votes.
Rosebrook's Genevieve Grant had risen to seventh place among the 16 candidates with 110 votes.
A final result in Moyne Shire is not expected to be known until November 5 at the earliest.
A tally of 5416 fist-preference Southern Grampians Shire votes was also posted on Wednesday in Hamilton.
That tally showed David Robertson leading on 760 votes followed by Brauch Collition with 573 votes.
Marry-Anne Brown received 560 votes, Albert Calvano was on 521 votes, Helen Henry was on 517 votes, Katrina Rainsford had 484 votes and Greg McAdam 413 votes.
The VEC spokeswoman said results would be published online once all counting was complete.
"Counting for all elections, including Warrnambool City Council is now under way and will continue to include ballots posted by close of voting at 6pm on Friday 23 October until the postal receipt period ends at 12 noon tomorrow (Friday 30 October)," she said.
