Warrnambool's South Coast Junior Aquatics expects swimmers could flock to the indoor pool when it reopens Monday under restrictions allowing 20 people 18 years old and younger to swim at a time.
Pool owner Leanne Williams said a guardian not included in the headcount could accompany each swimmer at the pool to watch from the sidelines or enter the water with a toddler.
"The government has very rightly and wisely recognised the importance of learn to swim," Ms Williams said.
"They have also recognised the need for adequate supervision in and around the water."
Children from six months to early teens use the 16 metre three-lane pool but the business shut its doors in early August under stage three restrictions.
It kept nine staff thanks to JobKeeper, who faced a shutdown earlier in the year too, but Ms Williams said enquiries for swim lessons were now building.
"For this term we would normally have about 700 children a week swimming. We could get maybe 600 this week," she said.
Ms Williams said knowing how to swim was not an "optional extra" in Warrnambool given its access to the sea.
Restrictions in metropolitan pools are limited to one-on-one hydrotherapy and Ms Williams said she was grateful young regional swimmers was able to return to pools faster.
"I feel very sorry for our metropolitan colleagues, I hope they open sooner rather than later, but it is nice for the regions to get a win every now and then," she said.
Port Fairy's Belfast Aquatics said earlier in the week it was yet to decide if it would open its pool, with the cap on swimmers unlikely to be viable. Warrnambool's AquaZaone said it was working through the changes to decide how to benefit members.
