White, who on Wednesday confirmed the senior Melbourne Country Week carnival was cancelled due to COVID-19 complications, said both player participation and development would be key priorities.
"With no YPL, we're throwing a lot of encouragement to those organising junior country weeks," he said.
"For some, that'll be the highest level they can play at the moment.
"For any regions who don't have one, here is your opportunity to get junior country week organised. It could grow into anything."
Warrnambool, South West and Grassmere junior teams play associations including Portland, Hamilton and Colac.
Senior Melbourne Country Week and the YPL will return in 2021-22.
