The state government made the announcement on Tuesday, saying people could now arrange a new appointment with VicRoads.
Minister for Roads and Road Safety Ben Carroll said the resumption of the services came a month earlier than expected.
Licence tests in metropolitan Melbourne remain suspended.
A range of measures, based on advice from the chief health officer, will be followed to ensure drive testing commences safely, including appropriate cleaning and use of disposable seat covers in vehicles used for tests and proper hand hygiene for customers and instructors.
"This is great news for regional Victorians - we know there are a lot of people out there who have been waiting to book a licence test for almost six months and we're pleased that this is now available to them."
"We're incredibly grateful to the hard work of testing officers, instructors and VicRoads customer service centre staff for their hard work and we'd ask regional Victorians to be patient as these bookings become available."
